Oogie Boogie is the bogeyman -- the archetypal monster. He's full of bugs (literally), and likes jazz and tormenting people. He lives in an underground lair, and owns specialised torture implements.

In his canon, the terrible kids Lock, Stock and Barrel kidnap Father Christmas and bring him to Oogie Boogie for safekeeping; but the bogeyman's idea of 'safekeeping' of course involves a more active kind of 'amusement' so in the end, Jack Skellington needs to battle him to get the jolly old man back...

Oogie Boogie is only in the Bar for the duration of the 2014 Christmas Plot and will be retired after that.
